This newsletter covers developments with respect to the Bureau of Indian Standards (‘BIS’). 

This issue of the newsletter covers various news items on recent developments around BIS, a detailed article titled “To stock or not to stock – Analysing Section 17 of the BIS Act”, and updates relating to Quality Control Orders (QCOs). 

The article discusses the question as to whether the prohibition under Section 17 of the BIS Act is only applicable to goods that are manufactured/ imported post implementation of the QCO, or whether the prohibition is also applicable to goods that have been manufactured/ imported prior to implementation, but which were stored and then sold post implementation of the QCO. 

The part on QCO Updates covers QCOs due for implementation in the period from February 2026 till April 2026. This part also covers QCOs notified in the Official Gazette in January 2026, extensions to the existing QCOs and QCOs rescinded in public interest. No QCO was notified by India on the WTO-TBT portal during this period.

Further, this newsletter by the LKS BIS Team highlights that companies in the Furniture industry and Electrical appliances industry are likely to be impacted by the QCOs to be implemented in the months of February, March and April 2026.
