This issue of the newsletter covers various news items on recent developments around BIS, a detailed article titled “Understanding the relationship between HS Codes and QCOs”, and updates relating to Quality Control Orders (QCOs).
The article discusses the relationship between HS Codes and QCOs as HS Codes are often used to enforce QCOs on imported and domestically manufactured goods. Discussing various case law, the authors state that while the HS Code of the product might assist in understanding the product better and thereby help in understanding the applicability of the QCO, the HS Code cannot be relied upon for determining the applicability of QCOs.
The part on QCO Updates covers QCOs due for implementation in the months of November and December 2025, and January 2026. This part also covers amendments made to few existing QCOs recently. No new QCO was notified in the official gazette, and no QCO was notified by India on the WTO-TBT portal till now in October 2025.
Further, this newsletter by the LKS BIS Team highlights that companies in the Construction industry and Chemical and Petrochemical sector are likely to be impacted by the QCOs to be implemented in the upcoming 3 months.
