India-Oman CEPA: Tariff liberalisation, rules of origin and regulatory cooperation

The article in this issue of International Trade Amicus discusses Comprehensive Economic Partnership Agreement (‘CEPA’) signed between India and Oman on 18 December 2025. Discussing India’s trade with Oman, the article also delves into the commitments by both the countries under the CEPA. It also notes that while most products are subject to product-specific rules of origin (change in classification), some products may also require a value-addition requirement in addition to or in place of the change in tariff classification. Further, discussing certain technical barriers to trade, the article also lists key implications for Indian businesses and key compliance requirements. According to the authors, the India–Oman CEPA complements India’s CEPA with the UAE and ongoing negotiations with the GCC, and strengthens India’s presence in the Gulf region.
